Here is where we can see that micronationalism is no joke.

The Imperial Constitution of the Holy Empire - The "Sagrada" This is a Fully Updated and professionally translated (into English) version of the Sagrada, the Réunian Constitution. It has been our constitution since 1997, when Réunion declared its independence from O País!. Until today, in 2009, it has received 35 amendments and is considered one of the most important micronational documents in the world.

Agreement of Special Purposes (Special Ordinance, "TPE"): This treaty was the first step towards Reunian independence. It gave some autonomy to the Viceroyship, which became an "Independent State in the Paisean Commonwealth".  It was signed by Viceroy Cláudio de Castro and ratified by Chancellor Gabriel de Mattos, who represented the central Paisean government in Reunion territory.  Article 4, II of the ASP allowed Cláudio to declare the independence of our island, on the 28th of August, 1997.

"Sagrada" , the IMPERIAL CONSTITUTION, updated version (Imperial Decree 001-1997):  This is the Imperial Constitution of Réunion, used since our independence, in 1997. Until now, there have been 35 amendments. This version, in ENGLISH, was completely UPDATED in 2009, and it is exactly the same used in our Courts and Tribunals.

Law of the State of Siege and Calamity:   The Law which regulates States of Siege and Calamity, by Imperial Counselour Robert Musílico (PACSO).  It was turned into law by an Edicto promulgatório.

Imperial Decrees Available on-line:

Imperial Decree 002-1997: This Imperial Decree puts an end to the "only party system" in the Empire.  A "two parties" system is established, and PIGD is no longer the only political agremiation.  This is a result of the pressure exerced over the Emperor by Imperial Counselours Erik Fitzgerald and Yako McPhill, who right after the measure was decreed, founded the PACSO.  Imperial Chief Judge Duardo McPhill and Prince Maurice Bourbon protested, but were ignored.

Imperial Decree 003-1997:   Trying to get away from the paisean "stigma", names and tradition, Emperor Cláudio I modified, after a request by Counselor Antônio Conselheiro, the adjective which describes someone who is a citizen of Reunion from "reuniano" (Reunionese) to "reunião" (Reunian).

Imperial Decree 004-1997: This Imperial Decree contains the first administrative acts of the newly independent Empire.   Through this, HHIM appointed Imperial Counselours and Hereditary Captains, and sentenced to death the Paisean Chancellor, Gabriel de Mattos.  The decree also created the "glorious ordinances", a change which modified completely the Reunian System of Government.

Imperial Decree 009-1997: Regulates the annexation, incorporation and other modifications of the Reunian territory. It gives definitions and explains all the procedures to be followed. It also deals with "protectorates".

Imperial Decree 012-1997: Given the importance of having someone reliable dealing with the Mailing Lists, Websites, Passwords and Immigration, Cláudio I gave his CUMPRA-SE to this proposal by Imperial Counselour Karl Fischer, which makes it impossible for the Ministers of Immigration and Interior to be dismissed without previous authorization of a "to be formed" People's Assembly or consent of the Emperor.

Imperial Decree 0013-1997: This Decree regulates the "Abuse of Power" of high-ranked dignitaries. It establishes sanctions against those who abuse of their public functions and constitutional powers.

Imperial Decree 0014-1997: It limits the powers of the Emperor-Regent on the absense of HHIM, putting him under control of the Imperial Council and establishing restrictions to his power.

Imperial Decree 0015-1997: This Decree allows Hereditary Captaincies and Imperial Territories to have their own Constitutions and Laws, if they are not in violation of the Sagrada or Imperial Decrees and Glorious Ordinances.

Imperial Decree 0016-1997: This Imperial Decree creates the "Citizenship Form", putting an end to the system of applications for citizenship via e-mail.  It establishes the way the form is to be designed and who has access to them.

Imperial Decree 0021-1997:   This act establishes requirements to be met by micronations seeking Reunian recognition or diplomatic relations with the Empire.

Imperial Decree 0029-1998: After suggestion by Lord Protector Matthew Dabrowski, HHIM decided to regulate the "giving of nobility titles". This changed, completely, the policy of giving titles.

Imperial Decree 0030-1998: Innovative and controversial, this decree expelled 13 citizens from the Empire. The expelled citizens were all inhabitants of the "Imperial Territory of Choconia", which was then trying to be independent from the Empire. This had the objective of mantaining Choconia as a Territory, but the attempt was not successful.

Imperial Decree 0031-1998: This decree appoints Mr. Mauro Câmara Archbishop of the Empire. (Note: at this time, Imperial Decrees could still be used to appoint people to positions; now that is impossible; such must be done by Glorious Ordinance).

Imperial Decree 0032-1998: Establishes the Reunian Academy of Culture and RPG.C

Imperial Decree 0033-1998: Through this Important Decree, Imperial Counselours Yako McPhill and Maurice Bourbon are discharged of their positions. Captain of Dábliu Karl Fischer also loses his position. The influence of Dabrowski can be noticed here, as him and Micah Kubic were appointed to replace McPhill and Bourbon. (Note: the first time an Anglophone joins the council). This decree also creates the Office of Premier, ammending the Sagrada.  This decree is known as the one which made possible the immigration of Pedro Aguiar to the Empire.

Imperial Decree 0034-1998: Appoints Mr. Brandon Forsberg, the Duke of Villella, to be "Head of the National Department of Tourism", now known to all as "Ministry of Tourism and Immigration".

Imperial Decree 0035-1998: Following MNDP (Matt's New Diplomatic Policy), Emperor Cláudio creates the "Most Noble Order of the Copper Crown", decoration to be offered to monarchs of other micronations.  The order was accepted by monarchs like Paolo Gambi (Vanesia) and Ben Madison (Talossa).

Imperial Decree 0036-1998: Appoints Mr. Eduardo Santos to be Imperial Counselour.

Imperial Decree 0037-1998 (REVOKED): Chancellor Matt Dabrowski convinced Emperor Cláudio I to abolish all the maps then used in Reunion and to start using the same maps used by the "real" island, an ultramarine department of France. This was all part of an attempt of Dabrowski to make Reunion look "more derivatist".  Later, HHIM revoked this decree, considering that it was incompatible with Reunion's "modellist nature".   The decree was not entirely revoked; it created the Imperial Geographical Society, which is around until today.

Imperial Decree 0038-1998 (REVOKED): Appoints Mr. William Myers (formerly prince of Valsgraphenstein, now a citizen of Landreth) to be an Imperial Counselour, position which he only occupied for 12 days. Myers was discharged of his position after the "Freedonia Affair", on which he published an informal chat between Chancellor Dabrowski and HHIM on which they spoke of Freedonia's monarch, John Kyle.

Imperial Decree 0039-1998: This decree reflects the first big disagreement between Premier Pedro Aguiar and Chancellor Matthew Dabrowski (PIGD).  Dabrowski did not accept to be under Aguiar's rule, which made HHIM decree that the Chancellery would be an office of the Moderative Branch. The decree gives to Dabrowski control over intermicronational affairs, the Imperial Geographical Society, the Imperial Censorship, control over the websites of the Empire and the government of the R. D. of St. Denis.  This was considered a victory of Matt Dabrowski.

Imperial Decree 0040-1998 (REVOKED): Now it's Aguiar's turn to be victorious. After a month of non-stop arguing on Chandon, the Premier files a suit against Dabrowski for using unpolite expressions on the mailing list, which creates an anti-Dabrowski movement in the Egrégio, lead by Counselor Fernanda Sarmento.  The movement presses HHIM into giving a status of Ministry to the Imperial Chancellery, putting the Chancellor under the Executive Branch.

Imperial Decree 0041-1998: With Decree 0040, the war between Aguiar and Dabrowski started.  Matt sent to the mailing list a message resigning to all his powers and titles, but not his citizenship. A few days later, Aguiar decides to renounce to his powers over the Chancellery; so this decree turns that government office back into the Moderative Branch.

Imperial Decree 0042-1998: Establishes a new anthem, the "Monarchist Anthem".

Imperial Decree 0043-1998: This decree appoints Micah Kubic to replace Dabrowski in the Imperial Chancellery.   Matthew remains as Lord-Protector.

Imperial Decree 0044-1998: This decree establishes sanctions against Reunian officers who give confidential informations to other micronations.

Imperial Decree 0045-1998: This Imperial Decree ends with the government position of "Lord-Protector of St. Denis", and creates another one, much more powerful: Lord Protector of the Empire.   Amongst the powers of the LP are the administration of the Royal District, the ability to automatically attain regency when the Emperor is absent, the function of Head of the Moderative Branch and the Emperor's Chief of Staff. MatthewDabrowski is appointed to the position.

Imperial Decree 0046-1998: This decree is one of the largest ever publishes. However it was never used; it deals with the creation of democratic territories under Reunian rule.

Imperial Decree 0047-1998: This Imperial Decree changed the Empire's policies on opening diplomatic relations with Socialist Micronations, and was an initiative of Mr. Pedro Aguiar. Instead of being completely prohibited to open relations with those nations, now the Imperial Chancellor may request authorization of HHIM to do so.  However, when the Emperor is absent, the regent does not have that power.

Imperial Decree 0048-1998: Establishes new immigration rules.

Imperial Decree 0049-1998: This Imperial Decree establishes a separation between the P.I.G.D. and the Moderative Branch. The Emperor resigns his title of "Supreme Leader of the PIGD", and revokes the constitutional clause which forbid the Premier of being member of a party. It also allows the creation of new parties, and opens the path for the creation of the People's Assembly of Qualicates.

Imperial Decree 0050-1998: This is the ELECTORAL LAW of the Empire.

Imperial Decree 0051-1998: This is the constitutional ammendment which establishes the creation of the People's Assembly of Qualicates. It also establishes direct elections for qualicate and indirect ones for Premier and Vice-Premier.

Imperial Decree 0052-1998 (REVOKED): This decree declared the Principality of Orange to be a protectorate of the Holy Empire.

Imperial Decree 0053-1998: This one regulates the accumulation of government positions and has some policies against unemployment. It is known as the "Statute of all Public Offices".

Imperial Decree 0054-1999: This Decree regulates the Legislative procedures and the communication between the houses of the legislative and the other branches.  It has rules on the protocol of porposition, discussion, sanction and promulgation of laws.

Imperial Decree 0055-1999: This Imperial Decree of April, 1999, first of the Filipe Oliveira Administration of the Office of the Lord-Protector, brought changes to the constitutional titles which deal with the JUDICIARY BRANCH, COMPANIES AND CORPORATIONS and the OFFICE OF THE LORD-PROTECTOR.   The decree gives more independence to the Judiciary.

Imperial Decree 0056-1999:   This puts the Quæx under control of the Moderative Branch only.

Imperial Decree 0057-1999: This Decree declares all government measures not translated into the two official languages of the Empire to be completely VOID, upon request of any citizen.

Imperial Decree 0058-1999: Creates the Special Court of Crimes Against the Monarchy and regulates the procedures for the trial of crimes of treason and lese-majesty.

Imperial Decree 0059-2000: Establishes the AVEGIC Procedure, which puts ALL free e-mail acounts of new citizens under MODERATED STATUS in the Official Mailing List, asserting it is a matter of national security.

Imperial Decree 0060-2000: Regulates the possibility of a TIE on the PAQ vote for Premier, and establishes the rules for solving that problem.

Imperial Decree 0061-2000: Promulgation of the Captaincy of Straussia´s Constitution.

Regency Decrees Available on-line:

Regency Decree 001-1998(REVOKED): This Imperial Decree determined that all citizens must have at least one e-mail account of their own, free or not.

Regency Decree 001-1998-r: This one revoked the previous, by stating that all Captaincies and Territories must have an e-mail account of their own so that their governments can keep their inhabitants who are not subscribers of either Chandon lists informed.

Regency Decree 002-1998 (REVOKED): This established many holidays in homage to monarchs from all over the world.

Regency Decree 003-1998: Creates and regulates the Imperial Commission of the WWW.

Regency Decree 004-1998: Creates the Micronational College of Nobility and Heraldry.

Regency Decree 005-1998: Establishes that the Christian Protestant Religion is the official religion of the Empire, although discrimination of other religions is condemned.
