IMPERIAL DECREE NUMBER 0014-1997
Regulates the limitations of the powers of the Regent and respective penalties

       "We, Emperor Claude I, on this twenty-ninth day of the month of October of the year one thousand, nine hundred and ninety seven of Our Lord, announce that it is Our Will and pleasure to decree:

  * That the Regent, appointed by Us, the Holy Emperor, although independent - as part the Moderative Branch, will always be submitted to supervision by the Imperial Council.  

* That the Emperor-Regent, although capable of effectively ruling the Country, shall not be able to go against the instructions given by His Imperial Majesty, for he is not the Emperor Himself, also:

a) during the Regency, the Judicial Branch shall be completely independent from the Emperor-Regent, temporary head of the Moderative Branch;

b) however, if the Imperial Council is consulted and approves the measure, by two thirds of its members, the Judicial Branch will be forced to comply;

c) on the course of the Emperor's absence,  the institution of "closed discourse" will be unavailable to the party leaders.  

* That whenever the Emperor-Regent ignores, disobeys, or adulterates any order, written or not, expressed personally by the Emperor, this Emperor-Regent will be immediately discharged of his official duties, becoming the Regency automatically a responsability of the Imperial Council. The position of head of state shall be occupied by the Speaker of the Council.

  * That there will be automatic authorization for Imperial Justice to install criminal suit against such former Regent, for acting against the Laws of the Empire.  

* That the highest penalty to be applied in this case is vanishment from the Empire.  

* And that the former Regent, if found guilty by the Imperial Chief Judge, shall not be allowed to ever occupy the position of Regent again."
