IMPERIAL DECREE NUMBER 0009-1997
OF THE TERRITORIAL CHANGES, ANNEXATIONS, ET AL

       "We, Emperor Claude I, on this twenty-fifth day of the month of October of the year one thousand, one hundred and ninety seven of  Our Lord, announce that it is Our Will and pleasure to decree, in behalf of Our Almighty God and of the good people of this Holy Empire:

- that all the modifications in our territorial limits shall be valid for at least 6 months, on the grounds that territory cannot be changed freely as if it had no importance. Territory is where the nation executes its sovereignity, thus cannot be treated as a joke;

- that after an annexation is approved by the Distinguished Imperial Council or by Glorious Ordinance of HHIM, it is considered EFFECTIVE;

- that nations with less than 5 inhabitants cannot be annexed as a Captaincy or Territory; it must be incorporated into one of the existent administrative divisions of the Holy Empire. No territory can be incorporated into the Royal District of Saint Denis;

- that the following definitions shall be used by this Empire:

a) ANNEXATION:  When a micronation requests or accepts an invitation to join the Reunian Empire as a NEW administrative division (i.e. Captaincy or Territory), with a new government, losing, COMPLETELY, its independence, sovereignity and status of nation, but keeping some autonomy, as states the Sagrada. An annexation must be approved by a Glorious Ordinance or by the Imperial Council.  A nation, to be annexed, must have more than 5 citizens, and have existed for more than 4 months. Its former citizens don't have to fill in the citizenship form, although that is always recommended.

b) INCORPORATION: When a micronation requests or accepts an invitation to join the Reunian Empire, being incorporated to one of the existant administrative divisions (i.e. Captaincy, Territory), COMPLETELY LOSING its autonomy, hability to prepare laws, independence, cultural diversity, and sovereignity. Any micronations can be incorporated to the Holy Empire of Reunion, and its former citizens will be distributed amongst the existant administrative divisions. It is compulsory that they fill in the citizenship form.

c) PROTECTION: When a micronation signs an ACT OF UNION with the Holy Empire of Reunion, being incorporated to the Empire as a partially independent micronation, having somplete sovereignity on its internal affairs, but having its foreign policy submitted to the Imperial Chancellery.  The Reunian Monarch becomes its head of state.  Its citizens do not have to fill in the citizenship form; their names don't have to be approved by the Ministry of Immigration.

- that new citizens coming from ANNEXATIONS, PROTECTIONS or INCORPORATIONS will be FULL CITIZENS of the Holy Empire of Reunion after ONE WEEK, being able to act as Reunians from then on, participating and speaking their minds;

- that so-called "wars" caused by the policy of expansionism of the Holy Empire will be, like any others, ignored, for the conceipt of Micronational War is an idiotic and childish one;

- that the Holy Empire of Reunion will not accept or hear suggestions, demands or requests from belligerent factions claiming to be the "true government" of annexed, incorporated or protected "micronations" (Let it be noted that, if annexed or incorporated, they LOSE the character of micronation to become a part of the Reunian Empire; however, protected nations are still independent to the eyes of international and Reunian Law);

- that the Holy Empire of Reunion believes on the rights of the AUTHOR, thus accepting, ALWAYS, as true representative of the people and government of ANY micronation, its founder and/or creator.  His power supercedes that of the current government, and he is recognized as the owner of the copyright.  The Empire does not support violations of macro or micronational rights;

- that the Holy Empire of Reunion will not recognize as independent people who alledgedly represent a government of a nation, if the creator/founder of that nation declares, within one month, that such government is not legitimate.  Reunion will encourage its allies and the LOSS to follow the same policy;

EFFECTIVE IMMEDIATELY.
