I, Emperor-Regent Matthew Dabrowski, Grand Duke of Cristoffel, in behalf of His Imperial Majesty, Emperor Claude I, on this twenty-eighth day of the month of February of the year one thousand, one hundred and ninety eight of our Lord, announce that it is my will and pleasure to decree:

* That heraldry, being a fundamental part of all European monarchies, should also be important to the micronational world, and that this act will create "The College of Micronational Heraldry and Nobility", an organization dedicated to the study and upkeep of micronational heraldry and nobility.

* That the sovereign patron of this organization will be His Imperial Majesty Emperor Claude I of this Empire, and that the founding chancellors will be Lord Matt Dabrowski, Imperial Chancellor, and The Honorable Paolo Gambi, a citizen of Vanesia.

* That this organization will be wholly separate from this Empire and all states.

* That this organization will have the right, being independant of all governments, to set its own bylaws.

* And that this organization will allow citizens from this Empire and any micronation or "real" nation to join its membership, per bylaws freely set by itself.
