* That all citizens, in order to maintain a active population, must have a personal e-mail account.

* A personal e-mail account can be defined as any e-mail account that a citizen can use to do Reunian business without the interference of family members, co-workers, friends, or bosses, etc.

* This decree will solve the problems the Empire is having with our honorable citizens in the Imperial Territory of Soveraat, and for future citizens.

* No date for compliance is set. Each citizen is expected to talk the responsibility for him or herself.
