OFFICIAL FLAG OF THE HOLY EMPIRE OF REUNION

          The flag of Reunion symbolizes the magnificence of its landscapes and the nobility of its people. The red represents the love that Reunians have towards their homes. The aureole located over His Holy, Imperial Majesty's crown  symbolizes the kindness of our people. This flag has been used since 13 years ago, when Reunion was officially annexed to the Empire of  O País!, as we will see in the section of this homepage that is about the history of our Empire. After the SECESSION, with the Agreement of Special Purposes (ASP), accomplished on August 28, 1997, it continued to be used. One of the holidays in Reunion is Flag's Day, that happens on August 4th, annually.

            The  Sacred Imperial Constitution - the Sagrada - says that the flag of Reunion is to be hoisted above any other national symbols, of other nations. The same law asserts that the flag should be hoisted, daily, at six in the morning, and picked up at the eighteen hours.  The flag is considered a symbol of Reunian order and tradition, having a strong meaning to every single Reunian citizen.

           Another version of the "imperial flag" is the vertical strip used by His Majesty, in which the details that are located inside of the white circle are coloured .This flag can only be usedby the Imperial Government, in festival dates, popularization acts, or in the Emperor's presence. Our Flag is the most important symbol of our island, and the true Reunian citizen is proud of it, and  has it at home.

           Much has been said about the involuntary similarities between the Réunian flag and that of the so-called "world church of the creator", which is a hideous racist movement which we can only condemn and despise. Réunion´s flag is unique among micronations and is also a symbol of good-will and tolerance, as those guide de policies of the Empire.

 
The " Saga " - our Fictitious Popular History 

0 - First Years: Discovered by the Portuguese (1507), dominated by the French

Reunion was discovered in 1507, by Portuguese navigators. It was under Portuguese jurisdiction until 1642, when France occupied the island, bringing many slaves from Madagascar to cultivate vanilla and sugarcane. The port of Le Port  soon became one of the biggest in the Indian Ocean. But, due to the French's inattention, at the end of the XVIII Century,  a big movement of popular dissatisfaction begins to appear.

1 - Before the Independence (1797); Beginning of the Territorial Phase (1798)

The current Holy Empire of Reunion  (former-territory of Reunion, former-Vice-Kingdom of Reunion) was created when the islands of Mauritius and Reunion united to form the Empire of O País!.  This happened 200 years ago, on July 3, 1797. Until then, Reunion  was part of the French Colonial Empire,which harmed badly Reunian trade and industry. The Reunian people  were massacred and exploited  by the French authorities, which created an enormous feeling of dissatisfaction  inside   the colony. A similar situation was happening in Mauritius, that declared its independence in 1790, when the Imperial House of von Alles was created, with the Empire of O País!  Seven years later, Reunion, with help from O País!,got its freedom from   French domain and, in exchange,  joined   the recently-formed Empire. With that, the Territory of Reunion was born, in 1798.

2 -  The Ottah Era (1798-1813) and Creation of Vice-Kingdom (1814)

Up to 1813,  omani citizen Aikid Ottah (1720-1813), an Imperial Interventor, indicated by the Paisean Emperor, governed Reunion. But, with all that monarchic tradition transferred by the French, our people ended up getting, through a petition sent to the Paisean Capitol, the status of a Vice-Kingdom. Thus, Emperor Klovis Coso von Alles named a Vice-king for a ' lifelong term', with almost supreme powers. The Emperor chose, for such a complex task, the lawyer Antônio Jubileu (1767-1833), who assumed the throne  in a  pompous ceremony in the Imperial Palace of O País!, in 1814.

3 -  Jubilean Period  (1814-1833) - Jubilean War (1832-1833);

Starting from 1818, the Royal Government of Reunion took a more independent posture in relation to the Empire, which caused the intervention of the Paisean central goverment, and Vice-king Antônio Jubileu's execution (he was impaled). Jubileu had declared, in 1832, the independence of Reunion. In December of that year, the Vice-Kingdom  had entered a war  against the Empire of O País!. The Reunian troops, loyal to Jubileu, fought until its last man was killed. This sad episode is globally  known as " The Jubilean War ".

3 - Von Battelion Government(1833-1836); The System of Retained Profits

The Emperor then named Marshal Von Battelion (1755-1844) vice-king of Reunion, for an indefinite and temporary mandate, until  the situation normalized - which happened in September of 1835. The last act of the Marshal as Temporary Vice-king was the creation of the 'dreadful'  System of Retained Profits, in which the all profit obtained by the Vice-kingdom in all  areas of  industry, agriculture and trade would be retained and transferred to the Imperial Treasure of O País! . In January of 1836, the Marshal is called back by the Emperor.

4 -  Jutot Administration (1836-1859); Status of State inside the Paisean Commonwealth

This was the year of the creation, by Vice-king Josaphá Jutot (1791-1859), of the Royal Guard of Reunion, that was to have have the exclusive purpose of defending the Vice-king and his family. Mr. Jutot, as well as Von Batellion, had an aligned posture towards the Central Government, being member of the Eminent Imperial Council of State of O País!, one of the most distinguished positions in the Empire. In spite of this, Mr. Jutot convinced Paisean Emperor Kirk von Alles (1777-1861) to give Reunion the status of   " Vice-Kingdom, State inside Paisean Commonwealth". That assured the Vice-king's right of controlling of the 3 Royal Powers: executive, legislative and judiciary. Starting from there, the Vice-king only passed the to owe explanations to the Emperor. In 1857, Jutot created the Reunian News Agency, that works - initially -  as a Service of Intelligence.

5 - The Straussian Revolution (1859-1901); Abolition of the Roman Law (1863)

With Jutot's death, in 1859,  Emperor Kirk von Alles, then an 82-year-old man, named the German judge Fritz Strauss (1820-1901)  Vice-king of Reunion. Strauss promoted, then, changes in all the official shields of the Vice-Kingdom. Strauss was the first Vice-king to, using his constitutional attributions, name a Royal Chief Judge   to take care of the Reunian Judiciary Power. Very influential and close to the new Emperor, young Marcus von Alles (1850-1917), he had (1863) Roman Law abolished from   the empire, and had It adopt  common law,  Normative Precedent System, in which the only written Law would be the Imperial Constitution - system that is still in use in Reunian territory. Some say that it was him,  not the Emperor, to govern during more than 30 years. Among the main accomplishments of the  Strauss-Marcus von Alles alliance are:

- Reopen of the Paisean ports to the French ships;

- The Abolition of the  of Slavery;

- The Opening of countless state companies, that  take care, until today, of strategic businesses and those that don't interest  the private companies;

- The Concession of Imperial Authorization of Operation (IAO) to transnational companies;

- The retrurn of the System of the Hereditary Captaincies - only in Reunion -, in which their owners, as well as the State Governors  in the rest of the Empire, exercise the executive power;

- The Creation of the Imperial Council of  Education, with full rights of legislating, in all the subjects concerning  the Imperial System of Education.

6 - Ascension and Fall of Peh-tad-o, the Entrepreneur (1901-1907)

With the Strauss' death, in the beginning of this century, the Emperor named his cousin, Emir Akar Peh-tad-o (1877-1922), Vice-king. Peh-tad-o was the second omani to rule over the Viceroyship. The Emir assumed in January of 1901, and he had to face the Syndical movements; what he  did with effectiveness - he had them turned illegal. Accompanying the tradition begun by his predecessor, the Emir named a Imperial Chief Judge. In December of 1905, the Emir granted, through a Royal Ordinance, an   Imperial Authorization to the  Comet Organizations Incorporated - now an enormous conglomerate -, which transferred its Administrative Thirst to Reunion. He created, in 1905, the National Department of Tourism, with the purpose of increasing the revenue of the Vice-Kingdom - his largest goal. In the end of 1907, the Emir decided, for reasons unknown, to abdicate to the  Crown.

7 - A Prince Governs the Vice-Kingdom:  Von Alles Administration (1907-1917); The System of Retained Profits ends(1909)

Then Prince of the Grão Atlântico (title granted to the Paisean heir to the throne), and posterior Emperor of O País , Valvek von Alles (1887-1918) is named to replace Peh-tad-o. His first act  is the creation of the Royal Department of the Agriculture, that was  to take care of the growing crops:  potatoes, soy, bananas, wheat and coffee. In 1909, he convinces his father to abolish the System of  Retained   Profits - from this moment on, Valvek starts to govern with total and unrestricted support of the Reunian people (98% of popular approval).

8 - The Damned Year (1917); The Three-month War

In trip to Russia, Emperor Marcus von Alles dies in a train accident (1917). With this, the Eminent Imperial Council of State calls the Prince Valvek von Alles back to the Imperial Capital. Crowned (January), Valvek makes a decision of  which he would soon   sorry: to transfer the Imperial Capital from O País! to Reunion, and to dissolve the  Council. The deposed Chancellor, Celso Martizes (1870-1917), places a reward for the Emperor's head, and creates a Comittee of Provisory Government  (formed by members of the dissovled Council of State) that starts to Govern Mauritius, while Valvek commands Reunion. In February, the Committee names Martizes Regent and  judges Valvek, condemning him to death by electrocution. In March, Martizes is strafed while dispatching in the Imperial Palace. The Committee names Francisco Dupõe (1864-1919) Regent. In  May, Dupõe leaves in an official trip to Madagascar, and hires  an army of terrorists and mercenaries sending them, privately, to Reunion. In June, a bomb is placed in the Congress of Reunian Mayors. Thirty Mayors and a Captain are killed.  Valvek announces, in August, his wish to reunite the islands, with him as Emperor. Dupõe says, in the Reunian Radio:  " let the pig await, I will see his flesh roast ". In December 23rd, Valvek suffers an assassination attempt, and  loses the vision in the left eye. The Government of Reunion declares, officially, War to Dupõe's   Country, that allies to Madagascar. On the 31st, the Allies (Madagascar and O País!)  take over  the Reunian Capital, Saint-Denis. Von Alles flees to Saint Joseph, from where he planned  to  command a counteroffensive. The Reunian News Agency, already under Paisean command,  is entrusted of murdering the Emperor. After one year as Emperor ,Valvek is murdered in February 13th, HOLIDAY OF THE LIBERATION, commemorated annually in Reunion.

9 - New Times -  Mosselin Administration (1918-1932)

Dupõe is solemny proclaimed Chancellor, and the Committee turns - again -  into the Eminent Imperial Council of State. A New Constitution is made, crowning Kirk von Alles II (1886-1931) Emperor of O País!. Kirk II was a cousin of the deceased Valvek. He   " reigned but didn't govern " until the death of Dupõe, in November of 1919. In March of 1920, he names Jayr Mosselin (1863-1934), famous millionaire, Vice-king of Reunion. Mosselin creates, with the Emperor's permission, the Real Holiday of the Liberation, in honor to Emperor Valvek. With a heady way of being, the Vice-king modernizes the vice-kingdom. New industries appear everywhere, andthe extraction of petroleum (marine)  is initiated in the Empire by the Comet Organizations.  The Royal Revenue was tripled in 3 years. Mosselin starts, unlike his  predecessors, to give attention to the people's ideas and complaints. In 1922, he is named chancellor of the Empire, and  starts to accumulate the two positions. In 1923, he names an Imperial Chief Judge. In 1926, reopens diplomatic relations with Madagascar, and   visits that country  in December of the following year - a historical mark in Reunian History. In 1929, he receives the title of Count of Mont Blanc from Kirk II.   Mosselin  built, in 1930, the Von Alles Domestic Airport. In the end of that year, he sells his industrial conglomerate, the  Mosselin Group, to the  Comet Organizations Incorporated, and donates the collected money to the Imperial Council of the Education. In 1931, with Kirk II's death, he is named Regent. In January of 1932, following the determinations of the Sacred Constitution, he crowns Albert von Alles (1890-1962) Emperor of O País! . In February of that same year, he decides, because of health problems, to renounce the chancellery and the Royal Crown. He dies as a  71 year-old, in his castle in Saint Benoit.

10 - Republicans are Outlawed; - Aristides Tatul as a Vice-king (1932-1943)

After the Mosselin's renouncement, Albert names Aristides Lutfalla Amin Tatul (1892-1943), then a member of the Eminent Imperial Council of State - and an old ally of the deceased Dupõe -  Vice-king of Reunion. Trying to get a closer relation to the Emperor, Tatul proposes (1935) a law that places all the republicans and those that maintain contacts with those in the secrecy, and liable of condemnation to  death for   Hurt-Majesty Crime (HMC). Albert gives approves the bill. Starting from there, more than two thousand people were condemned to  death and executed. In 1939, Tatul declares his simpathy towards the strong regimes in Germany and in Italy . With the beginning of WWII,  the vice-king leaves the traditional reunian neutrality  for a sympathy position towards the Axis Powers. But in 1940, the Emperor almost had His Imperial Ship and its Squad sunk by a Japanese submarine, which forces Tatul to break relationships with the Axis. In 1941, the Emperor declares war to Japan. In February of that year, the Empire is officially in war against the forces of Tojo - with that,   Germany and Italy declare war to the Empire. In 42, Reunion sends thirty thousand soldiers to  fight against Japan in Mandchuria. In the beginning of 1943, while eating a chicken thigh, Tatul  chokes and  suffocates; he died three days later.

11 - Clarabela Null Administration(1943-1969) - Education in First Place

With the tragic death of Tatul, a historical event happenst: the Emperor names, for the Vice-king's position, a woman. Clarabela Null (1908-1977), (an economist from  Oxford), is crowned vice-queen of Reunion, in a magnificent party  at the house of  the Captain of Dabliu, one of the Hereditary Captaincies of the island. In the 26 years   she was in  power, Clarabela - or the Lady of Lead, as she was known -   built more than two hundred schools and two universities in the island. She also constructed the subway that now unites  all the Burroughs of  the Holy Empire. A sports Enthusiast, she  built Francisco Dupõe Stadium, that is, until today, Africa's  largest stadium.  During her Government, Clarabela had the Activity rate decreased from 33% to 1,2% , and practically eliminated  infantile mortality in Reunion. With Emperor Albert's death, in 1962,  Czech von Alles (1911-1981) assumes the throne, and, in respect  for the enviable popularity that the vice-queen enjoyed ,  maintained her in the position.  Clarabela granted tax exemption to the larger Organizations of the Vice-kingdom, the  Comet Organizations Incorporated and The Unknown Organization. In return for that they donated twenty-seven hospitals to the Government. Also, she was famous for persecuting the communists and socialists, that were considered " filthy " by miss Null - until the end of her government, more than a thousand subversives were executed.    Null decided left the throne in September of 1969, in a touching ceremony, loved by the people. The Emperor, as a reward, named her Imperial Chief Judge, position that  she occupied until the day of her death.

12 - Democratic Era (1969-1977); Elected Governments

With the renounce of the Lady of Lead, the Emperor decided to promote a great change in the reunian Political System. He declared the Vice-Kingdom extinct, and  established a republican regime, of direct elections, in which the President was to rule for a 4-year term, without re-election. Czech, through an Imperial decree, esablished bipartism in Reunion. Two parties were created: the  Popular Progressive Party (of Valekist orientation, liberal) and the  Party of the Exacerbated Conservatism (of orientation dupõenista, conservative).

12.1 - Paolo Tassinari's Democratic Government (1969-1973)

The first election was very competitive. The Show-man Paolo Tassinari (1930 -....) , member of the  PPP, won it,  seven thousand votes ahead of the Captain of Dabliu Le Port, Blumenéu Coutinho (1911-1982), a member of the PEC.  Tassinari's four years were of great productivity and increase of the external investments in our Island. The number of tourists that  visited Reunion was 80% larger than on  the four previous years. Tassinari also implanted the  Data Processing Center of Reunion, which today has more than two thousand employees.

12.2 - Overthrown  of the Democratic System - President Mike Simpson (1973-1977)

Tassinari indicated, to succeed him, the Lord protector of  the Royal District, Arthur Zicobaldovix Monsieur (1909-1975). In spite of the great popularity of the president, Monsieur, an evil-faced man, was easily defeated by the dupoenist candidate, Mike Simpson (1940-1979) - famous North American lawyer. An Alcoholic, Simpson bankrupted the public hospitals and the transportation in Reunion, annoyed the Captains,   irritated theMayors  and offended Emperor Czech (Simpson said Czech was "as stupid as a mule"). The Paisean Monarch, a  reserved man, preferred not to take official knowledge of the offense. With 89% of popular disapproval, Simpson's government was a complete disaster. The people asked for the return of the Royal Monarchy and of the Vice-Kingdom. Czech then found himself against the wall, and put an end to the awkward democratic idea.

13 - Return of the Monarchy (1977);  Tassinari is back(1977-1987)

In an enormous party, the Emperor, visibly thwarted, crowned Paolo Tassinari Vice-king of Reunion, re-establishing the Vice-Kingdom. Tassinari, the "smile-man",   started the modernization (with computers)  of the public and private sectors of Reunian industry, subsidizing factories of those equipments and legalizing the dumping (1982) in the Computer Industry.  The vice-king owned  the  Star-Net TV Channel (current CO TV, after it was bought by Comet Organizations, in 1991). One of his most controversial act was the "Tv Law", which says the Reunian government was to donate  a TV Set to each family living in Reunian soil, to provide  " information and entertainment to our people ". Other accomplishments of Tassinari were:

- Tobacco is outlawed in Reunian territory  (1980);

- The Institution of the capital punishment for kidnappers(1980);

- The Institution of the Divorce (1981);

- The construction of the Clarabella Null International Airport (1982);

- The total Reform of the  Von Alles Domestic Airport (1984);

- The Construction of the Royal Museum, with dozens of thousands of objects that tell the history of the Island (1984);

- Renaming  St. Denis's Captaincy to Straussia, in honor to the great  Fritz Strauss;

- Reactivation of Saint-Denis's ports, Le Port, Saint Pierre's  and Saint Benoit's , now totally computerized and adapted to  passengers' transport in all types of Transatlantics (1987).

In the beginning of 1987, Tassinari had a stroke, due to the stress to caused by his Royal tasks. With this, he writes a  letter of Abdication to  Emperor Dreck von Alles (1950 -....). In 1991, he sells all his  companies to  transnational Comet Organizations. His last act is Admiral Yako McPhill's nomination, to the position of Captain of Le Port.

14 -  Bourbon's  First Phase (1987-1991): Privatizations

In March of 87, Emperor Dreck von Alles decides to crown Professor Claudio Bourbon,   Chairman of Comet Organizations Incorporated, as Vice-King of Reunion. He   begins to privatize  all the public companies, quickly.  An admiror of law and  order, in 1990  Bourbon reformed the judiciary system, indicating Captain Duardo McPhill to be Royal Chief Judge.

15 - Bourbon's  Second Phase (1991-1997): Chancellery

In December of 1991, Bourbon assumed the post of  Imperial Consultant in O País!, and two months after, von Alles appointed him to be Chancellor.  In 1993, he   decreased  import tax rates of cars from  89% to 2%;  several companies got  interested in importing all types of automobiles. In 1994, he separated the Royal  District from the Captaincy of Straussia, leaving the administration of the Royal District to himself. Enjoying the  Emperor's  friensdhip, he helped in the formulation of the New Constitution (1997). In 1997, the Vice-king names Duardo McPhill, also Royal Chief judge, Captain. To that moment, nobody imagined what was coming.

16 - Secession (1997): Agreement of Special Purposes

August of 1997: A relationship that was  friendly, turned the other way: then Vice-king, Claudio Bourbon dismissed, for incompetence, the Captain of Le Port, Yako McPhill. Friend of Mc Phill, von Alles annulled Bourbon's act, using of his constitutional attributions.  Rioted, Bourbon declared that "it  seems that von Alles is out of  his mind.. The people of Reunion won't admit to be governed by an   insane being ", and he renounced his position of Member of the Eminent Imperial Council of O País!, alleging that " the people Reunion won't pay  the bills of the von Alles family and of this bankrupted Empire". After some hours, von Alles went to public: " If it is the will of the Reunians, if they agree with this madman Bourbon -who is not a real Bourbon - let them do it! They will beg for mercy in five days !"

Everybody knew that von Alles didn't expect what happened: the people of Reunion came out to the streets against him. At 3pm of August 28 of 1997 Claudio Bourbon (Claudio I) declares himself  Emperor, "by God's Grace and  Acclamation of the People", and he phones von Alles. Directly of the Paisean Imperial District, von Alles agrees to give the  independence, without litigation, to Reunion. The two Emperors then sign, 9pm, the Agreement of Special Purposes (ASP), which frees Reunion from Paisean tyranny.

17 - The Holy Empire -  Claudio I (1997 -....)

His Holy, Imperial Majesty, Emperor Claudio I, takes, at 9.30pm in the same 28th of August, the following administrative measures:

- He renames the Vice-Kingdom of Reunion to  " Holy Empire of Reunion "; all the Paisean laws, and titles are revoked and any  names that contain the expression "Royal" are replaced by "Imperial".

- He ratifies the Sacred Constitution of Reunion;

- He establishes bipartism in the Empire; the Imperial Party is not alone anymore, the Social Opositionist Pact, headed by Admiral Yako McPhill, is created;

- He orders the Imperial Chancellery to contact all the micronations that mantained diplomatic ties with O País!, so that they recognized Reunion;

In January and February 1998, the Holy Empire of Reunion annexed the micronations of Adonai and O País!. In March, 1998, the position of Premier was created, and the Administrative Capital was moved to Beatriz (SS).  Later, the Grand Duchy of Grognardia and the Republic of Terra Novum were incorporated into the empire.

Some citizens plan to write a "History of the Holy Empire", on which all the important facts since our foundation would be portrayed. Such project would take a lot of time and effort, and is expected to be all done by the 2001.

Since its foundation, Reunion has been portrayed by more than 40 macronational news sources, including Le Quotidien (Indian Ocean), La Liberátion (France), Folha de São Paulo (Brazil) and La Repubblica (Italy). Newspapers in Turkey, Hong Kong, Greece and Argentina have talked about the empire and other micronations, too. Nowadays, the Empire is recognized by more than two hundred micronations, and is allied to more than twenty; the Imperial Chancellery is the most active Foreign Ministry in the micronational world.  In December 24th, 2008, Reunion had 242 citizens, 30 of which were nobles. Judicial Branch
"Justice is Blind, but it can see in the Dark" - Fritz Strauss, deceased Viceroy of Reunion.

      The headquarters of the Reunian Justice System are located in the Strauss Palace , in Saint-André (SS). The Imperial Chief Judge, Bruno Sogdu of Murta Ribeiro (since 2007) , appointed by His Imperial Majesty to control and preside over the Judicial Branch of the Empire and to serve as last instance for everybody in any cases judged by the imperial tribunals of the Holy Empire of Reunion. 
      Following the precepts of the common law, implanted by Viceroy Fritz Strauss (1820-1901), and according to the Sagrada (our Constitution),  Reunian judges act  accordingly to the normative precedent, that is to say, the cases that were already judged. Maximum authority in the Empire, supreme representative of God and of the good people Reunion, His Holy,  Imperial Majesty cannot grant pardon to those condemned by the Imperial Chief Judge. Austere and implacable, the Reunian justice will not admit any type of discrimination, and it is capable of, as a Glorious Institution, take the letter of the Law to the last consequences.
        To aid him in the execution of the Law, the Reunian Justice is endowed with the Imperial Judiciary Guard, that is entrusted of the safety in the tribunals and partitions belonging to the Judiciary Branch. The Prosecutor General's Office is endowed, for educational purposes, of study centers and apprenticeship for young and recently-graduated lawyers. Current Imperial Prosecutor is Mr. Júlio Frederico Schmidt (since 2008), and his assistants are Mr. Marcelo Brunella and Mr. Heitor Baltazar . Hon. José da Costa Carvalho is the President of the Reunian Bar Association (CIA). The Justice System of His Holy, Imperial Majesty is Supreme and Omnipresent.

     The Holy Empire of Reunion (or Réunion, the alternative writing), surrounded by Indian Ocean and with Its Capital in Saint-Denis - Royal District, is located to the east of the Island of Madagascar, in the Southern part of the African continent. Brief Summary of the Reunian System of Government, formed of FOUR BRANCHES:

        - EXECUTIVE;
        - JUDICIAL;
        - LEGISLATIVE;
        - MODERATIVE.

      EXECUTIVE BRANCH - Represented by HIE the Premier and his freely appointed cabinet of ministers (He may have up to 11 ministers. Ministers of Immigration and Interior need approval from the Assembly). The Premier is elected by the People's Assembly of Qualicates and his name is ratified by HHIM. He appoints his ministers by Ordinary Measure. The Premier rules by Ordinary Measure, Executive Decree OR Consults to the Distinguished Imperial Council or to the People's Assembly,  depending on the case, accordingly to the Sagrada.

           a) Executive Decree - Normative act by which the Premier  acts backed by the arguments that such a measure meets the
      following requirements:
           - RELEVANT MATTER;
        - URGENCY;
        - EMPEROR's CUMPRA-SE (approval, the "So Be It") PRIOR TO ITS PUBLICATION.

           b) Ordinary Measure - Deals with MERELY ADMINISTRATIVE MATTERS, and it does not need the Emperor's CUMPRA-SE (approval).  That is often used to create, shut down or modify a Government Office which is under the Executive Branch (Ministries, Agencies, Department,   Secretariats).  It turns into a law instantly, unless it is reported, in a WEEK, to be unconstitutional by the JUDICIAL BRANCH or if it is voted UNFAIR, UNANIMOUSLY, by the People's Assembly of Qualicates.

           c) Consults to the Council -  The Premier may submit anything considered important by the criteria used in the Sagrada to the Imperial Council. Examples are changes in the Moderative or Judicial Branches, Relations with other micronations and Ammendments to the Imperial Constitution. The Premier, however, doesn't have the  power to veto a decision from the Imperial Council. Only the monarch can do that.

          d) Consults to the Assembly: This is the ordinary, regular, way to rule the country. The Premier may propose any matters concerning  appointing or discharging government officials, creation or extinction of a public position, measures that in any way affect the status quo of the Reunian  people, intervention in a Hereditary Captaincy, a change in economic policies, etc.

          The Ministers have the power to issue "PORTARIAS", which have, after 2 days without a word against them by the Premier, force of law. However, they must deal with matters not covered by OTHER ministries. Each Minister can appoint as many Secretaries of State as they wish, to share their duties and obligations, through a "Delegation of Powers".
          The Ministers of Interior, Immigration and Defense cannot be dismissed/appointed without consult to the People's Assembly of Qualicates. 
         
        LEGISLATIVE BRANCH - It is represented by the High Chamber, the  Distinguished Imperial Council (Egregio)  (12 members appointed by Glorious Ordinance of the Monarch for a life-long term) and the Low Chamber, the People's Assembly of Qualicates (10 members) elected by the people, directly, every six months.   They MUST be members of one of the existent parties.  The Council is presided by its President and Prime Counselour,  and the Assembly by the Director-President, who is also the Vice-premier of the Empire.
        All the counselorus have the right to propose bills - any bills, provided they are CONSTITUTIONAL - to their peers, by
submitting them to the Presidency before the house in a Plenary Session.  The bills are automatically added to the next Council
Session's vote ballot, unless stated UNCONSTITUTIONAL by the JUDICIAL BRANCH, or voted in a Special Procedure, in the Council's Msg. Board (The Plenary).
        All the decisions of the Council are subject to the Emperor's Approval, the CUMPRA-SE.  His "veto" is final, and cannot be   blocked (Unanimously, the Council may Officialy ask the Emperor to reconsider His decision) . However, the Council may Consult, by EDICT (Roman Institution), the Emperor, BEFORE the bills are  proposed.  That way, the Council knows if the Emperor agrees or  not with the measure. The Emperor has 5 days to respond to the EDICT; if He is silent, it means the project is NOT of His interest and will probably be vetoed.
        If the bill receives the CUMPRA-SE, it is automatically turned  into LAW. A bill or act cannot be proposed twice in the same SEMESTER.  Other common and unusual thing in the Reunian Legislative is that Counselors & Qualicates may vote on their own interest. Some "procedures" commonly used by our two legislative Houses are:

       CLOSED DISCOURSE - The Leaders of the Parties can declare a  "STATE OF CLOSED DISCOURSE" (i.e. CLOSED DISCOURSE, AY (or NAY), BILL 001-98) regarding an issue. That means that all the members  of the party will have to comply and vote as indicated by the  Leader. That increases the strength of the Parties.

        AY, NAY or ABSTENTION - The Counselors may vote AY, NAY or ABSTENTION to each of the Bills. They have 7 days to vote, or  their vote will count as ABSTENTION. In the Assembly, the Qualicates may vote SIM, NÃO or ABSTENCÃO, which means the same.
        If the Council decides "NAY" to bill 0001-98, for instance,  the Emperor may turn that decision into AY by using of the "OUTORGA" in his "EDICTO PROMULGATÓRIO".  That is different from vetoing a decision, because it    means the Emperor agrees with the bill proposed by a member of  the Legislative.

         The institutions of "CLOSED DISCOURSE" and "OUTORGA"  may be considered "unusual", for they are not widely used.
         The People's Assembly, composed of 10 qualicates with 6-month terms,  (re)elects the Premier for 3-month terms, and, together with him, represent  the Reunian system of CHECKS AND BALANCES.  The candidates for Premier can be anyone in the Empire who is not a DUAL CITIZEN (which means qualicates and non-qualicates can be candidates).  The Assembly also elects, for 6-month terms, the Vice-Premier and Director President of the House, who MUST be a qualicate.

         JUDICIAL BRANCH - Represented by the Imperial Chief Judge, the Prosecutor-General (Represents the State in all trials), the Imperial Advocate (defends the State in lawsuits against It) and   the regular Judges. The Judges will use of the "common law" to decide over matters NOT RELATED TO THE CONSTITUTION, such as some crimes, et  cetera. The Chief Judge is appointed by Imperial Decree, and he freely appoints the regular Judges.
         All the lawyers must go through an exam given by the Prosecutor General in order to achieve the license to represent.
         The Lord-Protector, although a part of the Moderative Branch, can serve as a Judge on matters concerning disputes between nobles who carry titles given by His Holy, Imperial Majesty. The lawyers of the participating parts on the dispute may inform the Chief Judge on their Initial Piece that their clients want to have a "Moderative Trial".
         The Imperial Chief Judge will also judge matters of CONSTITUTIONAL  RELEVANCE. His main function is to defend the Imperial   Constitution.  However, he WILL ONLY ACT (examining and later  ruling a bill or law UNCONSTITUTIONAL or CONSTITUTIONAL) when  provocated by one of the following:
        a) Leader of one of the parties;
        b) Speaker of the House (a member of the minority party);
        c) Hereditary Captains, only when the matter involves their
      Captaincies;
        d) Premier;
        e) The Emperor;
        f) The PEOPLE, in a letter signed by 90% of the total
      Population;
      g) The Director of the People's Assembly;

        MODERATIVE BRANCH - While the other Branches make use of the "checks and balance" philosophy, and are equal in importance to each other, the MODERATIVE BRANCH is hierarchically above them all.
        It is represented by the Emperor and by the Lord Protector of the  Empire, who is His Chief of Staff. Other members of the Moderative Branch, all in the Cabinet of the Lord Protector are the Imperial Chancellor, the Imperial Herald, the Spokesman of the Imperial Press Consultantship and the President of the Imperial Geographic Society.
        One of the most common main instruments of the Moderative Branch is the "EDICTO PROMULGATÓRIO", act by which the Emperor presents His decisions about the projects submitted to him by the Imperial Council to the people of the Empire. The Edict can either agree with each and every decision of the council or contain one or more "OUTORGAS", which were already explained here.
        The CUMPRA-SE is an irrevocable act of APPROVAL of a project by the Emperor.  It can be EXPRESSED by a EDICTO PROMULGATÓRIO or GLORIOUS ORDINANCE or just a "CUMPRA-SE TÁCITO", which happens when the Emperor remains silent for 11 DAYS about something submitted to His approval: if that happens, the project is automatically approved.
        The most important characteristic of the Moderative Branch is its 'ius imperii' over the other branches, the power it has to interfere in (almost) all the decisions of either the Judicial, the Executive or the Legislative Branch, by Imperial Decree or by   Glorious Ordinance, both types of MODERATIVE INTERVENTION.  The only body whose decisions the Emperor cannot overrule is the People's Assembly of Qualicates, which can, however, be dissolved by Glorious Ordinance.

        IMPERIAL DECREE - The Imperial Decree is above the Sacred Constitution in the Hierarchy of Laws of the Holy Empire. It is   turned, instantaneously, into a LAW, when released, revoking all  legal dispositions in conflict with it.  An Imperial Decree can be about ANYTHING that a Glorious Ordinance cannot do.
        When an Imperial Decree interferes in another Branch, it must  state the "IMPERIAL REASONS", a.k.a.   "why did the emperor do  that anyway"?

        GLORIOUS ORDINANCE - Used for the giving of Nobility Titles  and "exceptionally", to grant instant or dual citizenship to those who ask for it, change names of Government Offices, etc.  It can be about almost anything.  Although the Emperor cannot overrule the verdict of   the JUDGES and the CHIEF JUDGE (Guilty or Not Guilty), He may  overrule the sentence. (i.e., Martha is found guilty, and is to  be suspended for 3 months. The Emperor may release a G.O. that  will overrule the sentence, but Martha will still be GUILTY.).

Legislative: The Distinguished Imperial Council - "Egregio" - works as a High Chamber; its decisions are subject to His Majesty's Approval. The President and Prime-Counselour of the Council is Imperial Counselour Gustavo Ramos (PIGD).   The People's Assembly of Qualicates, presided by Director Alexandre Carvalho (PSD), as the Lower Chamber, is the House which controls the administrative acts of the Premier.

Capital City: Saint-Denis, Royal District, Beatriz (Exec. District) is the Administrative Capital.

Justice System: Civil law, with common law as a subsidiary source.

Administrative Division: Captaincies of Le Port (DA), Fournaise (FE), Stráussia (SS), Conservatória (CO),   Royal District of Saint-Denis (SD), Executive District of Beatriz (BE), Viceroyship of Mauritius (VMAU). District of Izabella.

Armed Forces: Imperial Navy, Imperial Guard, Emperor's Army, Reunian Air Force . The Minister of Defense, Laucimar da Cunha is the commander-in-chief.

        Claudio the First, or, in "real" ("macronational") life, Cláudio ''(André Padilla Richard)'' de Castro, 30 years old, Lawyer and Real Estate Agent, graduated at the Catholic University of Rio de Janeiro (PUC-RJ) in the year 2001. He declared himself Emperor of the [[Holy Empire of Reunion]] in August, 1997, right after causing the Secession of Reunion from O País!, a now defunct micronation.

       A soccer maniac (his team is the America Football Clube of Rio de Janeiro), he is a member of the Brazilian Progressive Party (PP) and considers himself to be of rightist ideas. His Holy, Imperial Majesty went to school at ''Colégio São Marcelo'' (Saint Marcelo High School), a Roman Catholic Private School, and lives in Rio de Janeiro, Brazil, right in front of world-famous ''Copacabana'' Beach, in a 1928-built apartment building in ''Avenida Atlântica'' (Atlantic Avenue).

       In 1996, he went to Massachusetts (USA) as an interchange student, and stayed there for 8 months - in Amesbury. In June of that year, he got his high school diploma from the Amesbury High School; while he was in the United States, he first got in touch with the internet, and during one of those afternoons surfing on the net he discovered the [[Kingdom of Talossa]], which inspired the foundation of the Viceroyship of Réunion, now Holy Empire. A curiosity: the original ''Sagrada'' (Reunian Constitution) is actually the result of his first term paper at the University.

       His favorite movies - he loves to go to movie theaters - are "Arsenic and Old Lace" and "Madness of King George". While in High School, he nurtured a profound hatred towards mathematics and calculus, but was the best student in History, Geography and Portuguese classes. If you ever want to make him happy, offer him some chocolate-chips ice cream; Castro is also a big fan of Alice Cooper, Cheb Khaled and Enrique Iglesias. Annoy him by listening to "''Samba''", offering him free membership in a Communist party or putting onions in his food.

        Married to (Empress) Roberta de Castro since 2004, he works at Sérgio Castro Imóveis, a 50-years old Real Estate Company owned by his family in Brazil, as Director of Sales.

Political Parties
       

P.I.G.D. -  PAC.S.O. - A.RE.NA. - P.S.D. - UNI.DA. - MICRO.SOC

Since its independence, in August 1997, the Holy Empire had utilized the bipartism system, with two parties, the Imperial Party for the Glory of the Dynasty - conservative - (P.I.G.D. - Partido Imperial pela Glória da Dinastia) - which supported the government, and the Social Pact - socialist - (PAC.S.O. - Pacto Social), which represented the oposition to His government. With Imperial Decree 0049 of 1998, pluripartism was established, and new parties were created. One of them is the A.RE.NA. (Aliança Reedificadora Nacional), of centrist ideology. The PIGD is considered to be the most rightist and conservative party in the country, while the PACSO is known for its center-to-left propositions; the three parties above mentioned are the parties which have elected more Premiers. Other parties are the P.S.D. (Partido Social Democrata), which sometimes supports the others, but which has independently elected a Premier three times. The UNIDA and the MICROSOC have recently become more inactive, and have not been able to elect representatives, although they remain in existence.
