The Legislative is represented by the High Chamber (Distinguished Imperial Council,
the Egregio, with 12 members appointed by Glorious Ordinance for a life-long
term) and the Low Chamber, which is the People's Assembly of Qualicates
(10 members) elected by the people.
The members of the Houses must be members
of one of the five existent parties. The Council is presided by a President and
Prime-Counselour (elected every semester by his peers). All the counselours have the
right to propose bills - provided they are constitutional - to their peers, by submitting
them to the President/Prime Counselour. The bills are automatically added to the next
Council Session's vote ballot, after discussed in Plenary, unless stated UNCONSTITUTIONAL
by the Judicial Branch.
All the decisions of the Council are subject to
the Emperor's approval, the CUMPRA-SE. His "veto" is
final, and cannot be blocked (Unanimously, the Council may Officialy ask the Emperor
to reconsider His decision) . However, the Council may Consult, by EDICT, the Emperor,
before the bills are proposed. That way, the Council knows if the Emperor agrees
or not with the measure being discussed.
If the Bill receives the CUMPRA-SE, it is
automatically turned put in effect.
The Assembly has jurisdiction over matters that
are merely administrative and ordinary laws, while the Imperial Council votes
Constitutional Ammendments and subjects that represent a structural change on the system.
The People's Assembly, presided by a Director President, composed of
qualicates with 6-month terms, (re)elects the Premier for 3-month terms, and,
together with him, represents the Reunian system of CHECKS AND BALANCES.
